For years, Joe has organized city-wide volunteer cleanups, including an annual cleanup that has kept more than 13 tons of trash off Hampton's streets and out of our waterways.
He has also secured grants and managed projects that have built hundreds of feet of living shoreline in Hampton, creating habitat for wildlife, restoring native oyster populations, and helping protect our coastline from flooding and erosion.
Real leadership means showing up, doing the work, and leaving your community better than you found it.

Joe’s years of work strengthening Phoebus and supporting local businesses earned him Virginia Main Street's 2026 Changemaker award, recognizing him as Local Leader of the Year statewide for his decade of work on the ground revitalizing Phoebus.
